It's written in the first person by physicist Bill Brown (real name, Borys Wojechowski), who was working for the Air Force until, as he puts it, he was "touched by the wing of madness". Brown, his superior, the General, and some other special scientific types of their acquaintance are convinced of the existence of intelligent beings beyond earth who have made certain contacts here during our history.
