Description:This monograph examines the ability of an Army corps to plan and conduct joint warfare at the operational level, when organized as a Joint Task Force (JTF). It argues that the JTF is the most likely headquarters to conduct war in the future for the U.S. armed forces, and that combatant commanders will build JTFs around Army corps. This paper uses two approaches to determine the suitability of the corps in the JTF role. First, it examines the historical record of corps-based JTFS. Secondly, it examines Army corps doctrine for adequacy with respect to synchronizing the Operational Operating Systems (OOS). The experiences of the XVIII Airborne Corps as a JTF headquarters in the Dominican Republic in 1965, in Exercise Golden Pheasant in 1988, and in Operation Just Cause in 1989-90 are examined. Operation Urgent Fury in 1983 is also discussed, although the Navy's Second Fleet formed the basis of the JTF. Some lessons are applicable to the Army corps, as the JTF was primarily single-service.
