Description:This report examines the current problem of the Vietnamese refugee exodus by sea and piracy in the Gulf of Thailand, focussing in particular on measures to combat the piracy. The author's findings are based on information obtained from interviews conducted by NGO representatives in Thailand and Malaysia, and on information collected by other private and government parties. In reviewing the two formal anti-piracy programmes which have been undertaken, the author points out that the second programme, internationally supported and administered by the Thai government, had produced no convictions as at Spring 1983 despite the fact that two-thirds of the refugee boats landing in Thailand had been attacked. The author argues that administration of the programme has been ineffective and suggests that the lack of incentive on the part of the Thai government could be explained: (a) on the grounds of historical racial animosity towards the Vietnamese; (b) by the lowering of refugee admission levels in Western countries so that resettlement out of Thailand is not assured; and, (c) by the fact that the country to offer asylum is also where the pirates come from. While recognising that the entire international community is responsible for combatting piracy on the high seas, the author concludes that results to date reveal that UN, US, and Thai officials have not demonstrated the political will to eliminate piracy.
