Description:Muldoon’s Luck is a picaresque novel that follows the adventures and high times of Jack Muldoon, a lobbyist, and his companions on two parallel tracks from Labor Day to the Super Bowl, the first Sunday in February. The first track involves betting on pro football games and the second working on legislation in Congress.Muldoon and his friends meet each week in various bars and clubs around Washington to discuss that week’s slate of games and how they should bet on them. Muldoon is joined regularly by Donnie Dillon (aka “Double D”), a lobbyist for Mobil Oil and Ricky Hunter who works for Shell, who are long-time partners in golf and running mates in various acts of minor depravity. The only female in the group, Mary Page Witherspoon – the “Last of the Southern Girls” in Muldoon’s estimation – is a freelance lobbyist for a law firm and the long-time object of Muldoon’s (and the others) thinly disguised lust. Bobby Lynch, a young analyst for the House Budget Committee, is the new member of the group having been invited to join them after Muldoon was impressed by him on some legislation they had worked on earlier.Muldoon has been hired by the American Petroleum Institute to try to secure the passage of legislation to open off-shore drilling for oil and natural gas off the Atlantic coast because of his close personal association with his fellow Chicagoan “Fast Billy” Moran, the Chairman of the House Energy and Commerce Committee which has jurisdiction over the legislation, and for whom he once worked. Moran, a moderate Democrat, is not a natural ally of the oil industry but he is willing to listen to the arguments on behalf of the legislation from his old friend Muldoon and ends up supporting it. Muldoon and Moran must steer the bill through subcommittee and full committee and contend with Moran’s bitter enemy, Rep. Sammy Epstein, a San Francisco liberal Democrat, who is leading the charge for the environmental groups which have made the bill their number one target in this Congress.On the Senate side, they must deal with Energy Committee Chairman Sen. J. Randolph Prettyman, a self-important conservative Republican from Arkansas, who, inexplicably based on his past record, is dragging his feet on considering it in his committee. The book follows the progress of the legislation from the house subcommittee to the Floor and on to the Senate, the activities of the interest groups interested in it – principally the oil industry vs. the environmentalists – as well as the internecine battles in Congress over it. At the same time Muldoon and his cohorts are hanging out in various drinking establishments, betting on football, and engaging in various kinds of mischief.
