That Part states that the Commission may consider House Joint Resolution 246 in determining the nature, scope, and aspects of the study. House Joint Resolution 246, introduced by Representative John Gamble in the 1995 Session, gives the Legislative Research Commission's study of the revenue laws a very broad scope, stating that the Commission may review the State's revenue laws to determine which laws need clarification, technical amendment, repeal, or other change to make the laws concise, intelligible, easy to administer, and equitable. The relevant portions of Chapter 542 of the 1995 Session Laws and House Joint Resolution 246 are included in Appendix A. The Legislative Research Commission authorized the study of the revenue laws pursuant to its authority under 120 and grouped the study in its Budget and Revenue area under the direction of Senator r.l.
