Only then can it be bumped up to the military and political authorities that must take action. Earth is in danger. Shurri, Commander of the Great Armada of the Six Tribes, has a plan. She smells a path through the enemy's deployment pattern. She must muster a large fighting force from each of the Tribes and push through to destroy the enemy's forward production bases.
