Description:Excerpt from Sixteenth Annual Report of the State Board of Charities: Transmitted to the Legislature, January 17, 1883 The defects in the water-closet mentioned last year have been partially remedied, but still are not removed. One of the most important improvements still needed is an increased supply of water, which may be obtained either from springs at some distance from the institution or from the canal. The objection to the first plan is that the spring water is very hard, while the danger of the supply from the canal failing at the very time it is most needed in dry weather, makes the second plan a hazardous one. The institution has always been found in most excellent order, the whole building neat and clean and everything fresh, bright and pleasant from cellar to attic.
