For Emperor Charles the First of Austria, there are other problems. Ethnic unrest threatens the break-up of the Empire, and he is well aware that Germany will take advantage of it. He has a plan to stabilise the countries within his control, but that will not placate Germany and already Charles is facing civil unrest and the threat of revolution. The only way forward is to form an alliance with other powers, the countries not yet wholly under Germany’s influence, but Austria’s diplomatic corps is riddled with German spies, as are most other Austrian government organisations.
