Shaping Welfare Consensus: U.S. Catholic Bishops Contribution

Unknown Author
4.9/5 (14456 ratings)
Description:Welfare has fallen on hard times. Its prospects in the post-Reagan era are bleak. Ungenerous federal legislation is now in place for mothers with children on welfare (AFDC), focusing on compulsory work placement. Housing and healthcare for the poor are totally inadequate. Millions are unemployed, and millions more are employed at jobs providing only below-poverty level income. Beggars on Main Street, U.S.A. are shunned as unpleasant reminders of the cruel unevenness in national prosperity. Providing justification for this "mean season" are several popular myths: the needs of the poor are exaggerated, welfare creates dependency, the market and individual effort are adequate to solving the problems. The U.S. Catholic Bishops in their 1986 Economic Pastoral distance themselves from this distortion of fact, analysis, perspective and value. Instead they join wide and growing professional consensus which holds that the needs of the poor are indeed great, crying out for public generosity and social justice. ,This book surveys the world of the poor, upsets the myths, and challenges widely-held theses on welfare's negative impact on the family, poverty and dependency. It presents evidence demonstrating the existence of a solid consensus of experts supportive of huthane social welfare programs. The Bishops' Economic Pastoral is seen as joining—and strengthening—this positive consensus. Catholic social teaching's philosophy of welfare is compared with different strains of conservatism and liberalism and shown to meet more satisfactorily the demands of balancing the individual and the state. Placing the Economic Pastoral in the midst of the current political and ethical discussions, this study is a timely and provocative contribution to the welfare debate ABOUT THE AUTHORPhilip S. Land, S.J., an economist, has been on the research staff of the Center of Concern since 1976. Prior to that, he taught at the Gregorian University, Rome, and served on the staff of the Vatican's Justice and Peace Commission. Father Philip Land is well-acquainted with Catholic social teaching and its application. No better mind could he found in our society to analyze the Church's teaching in this area and the concrete suggestions given by the Bishops. I am sure that the members of the Church in the United States and other citizens of goodwill will appreciate his keen endeavor. --Rembert G. Weakland, O.S.B. Archbishop of Milwaukee ABOUT THE CENTER OF CONCERN The Center of Concern is an independent, interdisciplinary research and advocacy group based in Washington, DC.
