This introduction, which is now the first paper in the volume, was written and copies were made out and sent by Lady Warwick, Mr. Wells, and Mr. Taylor (who are to be regarded jointly as the general editors) to various friends who seemed likely to respond and participate, and this book came into being. A sort of loose unity has been achieved by this method; but each writer remains only responsible for his own contribution, and the reader must not fall into the very easy mistake of confusing essays and suggestions with a programme.
